This is a rooster.... he allows all the hens to pick the feathers and peck his neck! Any idea what's going on here ?

I would first check him for mites and lice. Then I would assume that they are having a problem with one of these things: boredom, not enough room, or not enough protein in the diet. Putting them on 20% flock raiser or all flock feed plus crushed oystershell for calcium on the side may help with the protein issue (and limit scratch or treats.) Placing some rocks or hanging cabbage or apples in the coop for activity may help. Letting them out to roam will also keep them from pecking. Spray some BluKote on him or use some anti-peck lotion, and keep him in a cage for a week or so--let him out a little each day, but watch him.
