Peafowl are loud, especially during mating season. I've got my trio in covered pens. Every once in a while one will get out and take off for a day or two but they always come back. I've thought about letting mine free range but I'm sure my neighbors would be very unhappy to find one on their roof.
Personally I would not catch wild one unless they are in starving; being a nuisance or someone is trying to harm them. If your friend is really up for a challenge have him find where the hen lays her eggs during the summer. My peahens have yet to go broody.
