Will a Serama roo be able to fertilize a full grown Hen (NOT A SERAMA)

my serama roo gives it all he's got...he grabs them by the back of the head if he can catch them and they run like mad, he puts his wings out and looks like a hang glider lol. he never manages to be in the right place though, he is to small
