Will air sac move around if you move the egg?

I recently candled my eggs and one of the air sacs would move around...if I turned the egg upside down it would stay at the top of the egg. Is this normal or is the air sac suppose to stay put? Prob a stupid question but I have NO clue! lol I had to throw that eggs because it was clear.
 
I have hatched them before, but the odds of them hatching are not that good, And I question the quaility of the chick because you have to help them out most of the time. Now when I recieve shipped eggs and the air cells are shakey, I just throw them out..Not to say it only happens in shipped eggs, eggs that are laid from the roost or handled ruff can have lose air cells also
