Will egg layer do well under 2 foot tall run?

I was thinking about making a Joel Salatin style chicken tractor for meat birds. Could I mount a coop up higher off the back and have egg laying chickens in there instead? The run would be 2 feet high. Completely new to this, thanks in advance.
 
I would build a custom coop but I'm wondering if a 10 foot by 12 foot by 2 feet high run would have enough height for laying hens.

Salatins meat bird tractors are for meat birds to live in for 8 weeks,
and they are moved daily.
Not a good design choice for layers, IMO.

A 2' high run would be fine for the birds,
but not for you to be able to get in and clean and tend to birds.
The keeper should be able to easily reach every inch of coop and run.
 
I have a 10’x20’x2 1/2’ high run attached to a tractor and it holds the layers fine. It is a pain when new pullets drop an egg in the middle of the run, but I have kids so I just send them in to get the eggs.
