Will full grown birds eat the remaining "powder" in a feeder

Just curious and probably a silly question but...as my feeder gets real low there are not really any "granuals" left but a lot of real fine powdered food in the trough. Will the birds eat that or will they ignore it? I see it on the ground all around the feeder also so that makes me think they won't eat it. Am I correct? Also will hanging my feeder from a wire keep mice and rats out of it?
 
They are unlikely to eat the powder. I pour it in a dish and add water to.make an oatmeal consistency mash. Mine act like it is a great treat.

Hanging the feeder won't keep mice and rats out. I lift my feeder at night to discourage them. Any feed on the ground would still be eaten by them.

If you have the feeder hanging anywhere near a wall the mice will climb the wall to reach it even if lifted to hang right at the ceiling at night.

If you are seeing mouse and rat leavings it is time to trap and dispose of them.

Great idea I tried it and put the remaining feed that was like powder in a container put a little water on the powder they ate it up. Thanks for the idea.
