will my cat ever stop doing this?

Maybe you could find something soft for him to suck on and rub it on your skin so that it has your scent on it. He has bonded with you and your scent as his mother.
 
I took had a kitten taken from its mother at too early an age... he sucked on my earlobe his entire life. It was a really strange site to see an 18# (not fat, LONG and MUSCULAR) cat trying to climb up the front of me to get to my earlobe. It was his "security" site, equivalent to a child's security blanket. You could try putting some bitter apple spray or something like that on your neck, but a better option would be redirection (as in, when he starts the nuzzling, put him in your lap or somewhere away from your neck/ear region, then comfort him with petting, massage, catnip, etc. -- whatever works to calm, please, and relax your kitty.

Thanks to my cats I've not had a good night's sleep in years! LOL ...the treading, the nursing, the hair grooming (pulling!), the face rubbing, the eyelash tickling...nope, it never ends.

I also have a 20lb torti who kneeds your chest. when she is done she turns and puts her butt right up in your face. At least they both don't do it at the same time

My Max initially would try to suck on my earlobe. Between the sucking and the purring it was too much. I finally got him transferred to my thumb instead. Now at age 7 he still does it when he is especially sleepy and wanting love. He head butts into my palm (so I wrap my hand over his head) and then sucks away on the pad of my thumb. His eyes practically roll back in his head. I figure it makes him so happy and calm that it isn't a big deal. It doesn't hurt me at all and I find it to be really sweet.
 
My cat is 5 years old and still does it. She was taken from her mom at a young age. Besides to me its kind of cute

The first of the two cats I mentioned in my previous post, the one who only nursed on me occasionally (neck, ears, cheeks), also would frequently chew my hair in the middle of the night. I have long hair and when a bunch has been chewed short it looks really bad and won't stay in a ponytail. However after a year or three I finally realized that some shampoos made him chew the hair whereas others didn't (dunno whether he was drawn TO some shampoo smells, or REPELLED by others), so I just learned to pick my shampoo more carefully and the problem essentially disappeared.

He was a very, very inconvenient cat (spent his last 4 years of life randomly pooing all over my furniture due to IBS problems, I used to have to cover everything with vinyl sheeting when I wasn't actually sitting on it) but it's been, wow, 7 years since he died and I find myself not remembering the annoying things so much as the good things
