Will my cockerel keep his infrequent, quiet crow?

We have the sweetest little 4-month-old cochin/silkie roo who started crowing awhile ago. We live in a city and can't keep roosters due to close neighbors, and have been planning to rehome him when he gets too loud. But... he hasn't! I've read that it usually takes only a few weeks for them to perfect crowing, but his hasn't changed appreciably in more than a month. He crowed for about five minutes this morning for the first time in about a week, and it sounded pretty weak and high-pitched, at maybe half the volume of egg song. It'd be hard for someone not familiar with chickens to even know it was a crow. His two ameraucana brothers had louder crows from the outset that improved quickly, as did the other roos I've raised in the past (though they were standard breeds).

So I'm left wondering/hoping if maybe he'll stay like this. What are the odds his crow won't change much? I realize this is a lot of wishful thinking, but he's just the best little guy and we'd love to keep him! Evidence below:

Maybe if he is away from other roosters or can't hear any - he won't crow much. Generally they crow in answer to hearing another rooster.
