Will my duck sit soon?

I have a pair of mallards. I know my mama duck knows what to do because when I got her she came with her offspring.

So here is the story: My mama duck started laying eggs again. When I found the first egg covered with hay and a few feathers I decided to leave it with the hopes she would hatch her eggs. It is now 17 days later, with 17 eggs in the nestbox. She turns the eggs and keeps hay on them, but she is not sitting on them yet.

Am I mistaken in thinking that since she is tending to the eggs that she will sit on them? Or is she just still not happy with the size of her clutch?

Her set up: She has a house, with a nestbox inside, and a fenced in yard. I let them out in the morning and close them in at night (they can access the house during the day if they wish). She is still housed with her drake.

Will she sit soon? Or is there some way I can encourage her to start sitting? Should I be doing something differently?

Any idea on how many eggs are an average amount for a mallard to sit on?
