Will my rooter's tail feathers grow in?

I have a RIR rooster that's around 9 months old now and he still doesn't have much of a tail. The father was beautiful, with shiny feathers, a huge tail, and the perfect shape. My rooster has the shape and the shiny feathers, but is he ever going to get a tail? Will he eventually grow it? Here's a pic of him now:
 
Some chickens seem to take forever to grow in their tail feathers. We have a pair of Barred Rock boys right now that one is getting his mature tail feathers and the other looks like an Aracauna with no tail feathers. These two are out of the same hatch. But yours will grow in his tail eventually. You will probably not want to use him for any serious breeding as he could pass that trait onto the little ones.

His dad was beautiful but at around 3 years old so I guess I'll just have to wait.
