Will nesting box pads stop my problem?

As the hens get bigger/heavier they may have trouble getting up to the roost, especially in a small coop.
My coop is 4' x 5'. I have 2 roosts. The lower roost is 12 inches high and the upper roost is 18" high. They jump onto the lower roost and then hop over to the upper roost, about a foot from the lower roost.

Yes they are higher. Basically my coop design sucks, but my father built it for us, so that's what we got. Problem is that they aren't roosting. They are sleeping sitting in the nest boxes, and the ones that don't fit sleep nestled on the coop floor.
Sounds like your coop is too small for the 9 birds you have.
Good coop design is pretty important.
If you post some pics and give dimensions, we can help you figure out how to improve it.
Would your Dad be willing and up to making some modifictions?

I have some metal roll away nest boxes spent at lest $80-100 bucks on 2 of them (rough GBP to USD calculation) they are a pain the the back side to clean my chickens sleep on top (even tho it's roof is slanted to stop that) and in sides theirs to but they don't have loads of poo all over the eggs (it's mostly mud on mine) unless I don't clean the boxes out every few days. if eggs are messy I just wash mine off really quick with a soft warm damp sponge and dry with paper towel or a cloth.

like aart said you coop sounds small. how big is it do you have photos of it?. I mean I have a small coop by some (or most) standards (8'x4') but all 15 of my chickens sleep on roosts or on the floor in a 4'x4' space in the coop .
