The hawk would have to be in the reflection area for that to work I would think.
reflection tends to operate in a conical space, so as long as the hawk was stooping into that cone of reflection yes it would most likely have a blinding effect. Out side of that reflection cone though, wouldn't affect a hawks vision at all.
A long strip like that would probably throw off a lot of reflection cones though so it would be hard to say without giving it a test run.
