Will she ever lay?

I bought two BOs and a Golden Wyandotte last summer from someone who swore they were all three laying eggs and were about 22 months old. (My first chickens so what did I know?) So it turns out that one of the BO s and the GW were laying and were great but the other BO looked like a young pullet after I studied her a while. Her comb is much smaller than the other BO and her body was thin and scrawny looking. Finally her body filled out about a month ago but her comb is still small and pale. I have had her about 5 months now and she has yet to lay an egg. The other two have stopped for the winter. What do you think, will she ever lay or is she a dud?
