Will this silver/white button have red vent feathers if it's male?

Meet Poppy who is now 4 weeks old. That white line around neck looks a lot like a bib beginning to develop - it wasn't there previously ....... but not a trace of red vent feathers. Do the white/silver get the red feathers if male?

 
I’m not an expert in buttons, but I believe if the bird is blue face or double blue face it may or may not have red vent feathers. Recessive white and tuxedo will not have red vent feathers. At 4 weeks, if it was going to develop red vent feathers it probably would have unless it is/was sickly. I had a male slate that did not have red vent feathers or a bib, and I was told that is because it was double blue face slate.
