Will this work?

I have an abundance of roosters. Can I house them together with no hens successfully or will they still fight?

I kept all my cull roosters together that had been raised together since chicks with no fighting. The rooster pen was away from the girls. I divided one of my cull pens to put 2 different groups of rooster in and even after a couple weeks I could not put them together.
