When they are still growing the feathers they have a covering on them. Like a shell over the feather. Like shrink wrap.

Even if sheathing is gone they could still be full of blood.
I would wait to clip wings until bird is 5-6 months old after last juvenile molt is complete.
You'll need to control their 'escaping' with fencing/mesh/netting.
