Just use scissors. Sharp ones, feathers are thicker than they look.

Think of the feathers like your fingernails. It's OK to cut them, and doesn't hurt. It's NOT OK to pull them, twist them, yank them, or cut them too close to the skin. Google "chicken wing clipping picture" and you'll find a ton of examples of how to clip them well, so they don't fly but aren't injured. It's easier to do if you have a partner to hold the chicken, but can be done by yourself.
 
Make sure the scissors are sharp, like someone else already said. I found that it helps if you cover the bird's head with a towel. It usually calms them down.
