A few things I see you could do.. Put a dropping board under your roost... (just a wide board, that will catch all the droppings they give off while sleeping) this will free up all the floor space for them to scratch in.. I would use deep litter --pine shavings piled high on the floor. I would use plastic around the run and coop --leaving several inch at the top for ventilation. Then place square bales of hay or straw around the entire outside. If it were at all possible I would add a dog run/kennel around the coop and cover the top w/ a solid top or at least w/ wire and plastic to give them a clear space to be in when you have too much snow.
I would be careful adding too many hens to a very small coop.. They give off a lot of heat that can/could cause moisture in there if you don't have enough ventilation.. Moisture is not good-it will case frostbite and moldy bedding.
