isnt that for selling them? i first have to get the state permit or what ever....
or is the 3-186 the same as the state permit? im so confused.....

The 3-186 form is for all the birds on the list. They are what a seller gives you when you purchase birds that need the permit, It just says you bought theses legally and didnt catch them out out the wild. A 3-186 is federal, not state.
