Does anyone know why, in the woods book and other builds I have seen, does the top monitor window screen need to be able to open to the inside? What is the purpose of it opening?

Generally, the exterior window and screened windows would not be open at the same time. When the regular windows are closed, there is no need for the screened ones, so they would rotate up and out of the way.
Even with the windows open, the only function of the screened ones is to keep flying birds, squirrels, etc. out. On the limited times when the windows are open, if you can live with an opening up there, you could skip em.
I've never needed mine to be open for ventilation. But I can leave my side door open if the birds are out and about.
