My blue eared pheasant male s feather is in a very bad shape he appear healthy any sugestions which can help

If you are talking about tail feathers, he probably needs a roost, it will improve them greatly (but will obviously take a while to grow back).

After he molts they should come in fine.Suet promotes feather growth,but not repairing.Do you have trees in his pen?

Yes Tony I did move them now to a other pen with no trees

Trees are great for keeping your birds calm and gives them a place to hide,but they do a number on the birds tails.
