Worried about weight

I have a Rhode Island Red who is 23 weeks old and isn’t laying yet. She is thinner than the rest of my chickens and I worry about how thin she is. I finally weighed her today and she is 3 pounds, is this normal? I try to give her more treats than the others and more food too. What should I do? My other two chickens are way bigger... and one is already laying. I’m soooo worried.
 
We have 4 18-ish week old pullets. One started laying about 2 weeks ago, I belive another has laid at least once, maybe more. They are both big, beautiful girls with huge red combs and wattles. I have another who is the same age, who is smaller framed, lighter, hardly any comb or wattles to speak of, yet seems totally healthy. I too worried about her and used to feed her extra protein (eggs) but she seems fine and I just assume she's maturing slower.

That might be the case, but sometimes worms are the reason they do not develop like the other not affected ones.
