would it be wrong if i took a bunch of heritage chicken breeds and mixed them together (bred them together) to improve egg and meat production.
 
There is no moral or legal restrictions on crossing breeds, particularly if you think you might get birds that are healthy and better fit your needs. Just please don't try to later sell them as a pure-breed down the line.
 
It's not wrong, but can be done wrong. Mixing a bunch of things together generally doesn't improve much. You need to have a goal/vision and breed together what will get you there.

Just crossing a bunch of birds is more likely to take you backwards as much as forward, but it can be fun.

Do you have a particular goal in mind? Are you willing to invest years and lost of excess breeding to reach that goal? What do you expect of the products you consider success for reaching that goal?

All domestic chickens breeds I can think of are a product of crossing at one point or another. Genetic evidence indicates crossing between species, including what has led to humans involved some mixing of major ingredients.

I am going something involving crosses between American Dominiques and American Games to create what is called the Missouri Dominique. Almost 10 years into project and expect another 20 years to go. A lot of research went into effort before getting first American Dominiques. Barn was built in large part to carry out effort. End product will hopefully be something other people will value so birds are not a dead end.
