Would like opinions on these two?

I cannot have roosters where I live now. I was pretty convinced that these two are cockerels and posted to a local group trying to rehome them. However, someone posted saying I was wrong, so I want some more opinions!! Thanks in advance!! They are about 5 weeks old.

The first one is a cockerel but I can't sex breeds that don't have single or walnut combs

I see why everyone thinks cockerels but do you have to know now at 5 weeks? Even just 2 more weeks, you could be more confident. I don't see red wattles (yet,) so I feel like the jury is still out...
