Year and a half old bantam hen goes broody with confirmed fertile egg but no luck making a baby

I have a year and a half old bantam hen that’s gone broody a handful of times with confirmed fertile eggs with no luck of them becoming anything. What could the issue be? I’ve never seen an egg that looks even close to being fiable but they have the bullseye in the yoke.

She’s the little white one in the middle of the bunch.

oddly enough the egg doesn't look fertile at least not to me, but I'm no expert as I haven't hatched eggs before
