It sounds like you are training him well. Do you use the "don't do it" at other times? Maybe to help you could use it in moments when it isn't a bad situation to help with the crying.
If he is younger, it will take some time but he will get the hang of it.
Maybe someone else has an idea too.
 
One thing I would defiantly do is every time he even looks( because you know he's getting ready to show aggression to some one) stop him immediately and make him sit and look at you. You may have to have him walk around with a training collar on so you can put him in check at the slightest behavior you see him do that leads to his aggression. A additional head harness when walking with you so as soon as he turns to look at someone or something you know that will trigger him you can stop him and make him divert his attention to you. The main thing is stopping his focus and energy before it even happens. Stopping him after the behavior is harder than stopping him before he even starts. He must learn you are in control and you don't need him aggressively protecting you. Training him to ignore the people around him and focus on you. He will eventually get the hang of it he will be able to relax and sit next to you even with other people around you. But until then make sure you keep him in complete control and containment so he doesn't end up biting someone and causing serious harm.
