Young bird or problem?

Hi I bought "Henny Penny" about 2.5 months ago with 3 others 2 of which are everyday layers one who is almost ready, but Henny doesn't even look close to it. They were supposably 18+ weeks when I bought them. Her comb is tiny any thoughts?

It happens that every once and a while one is slow to develop. That seems to be the case with her. There have been cases where it has taken a year to lay the first egg. I see you are in the southern hemisphere, so going into winter. It may take the days getting longer in the spring to prompt her to lay.
