young hen laying very infrequently

We have 2 BA hens, about 7 months old. One has been laying about 6 eggs/week for 6 weeks. The other has laid only 2 eggs, over a week apart, and now another week has gone by with no eggs. Can I expect her to begin laying more frequently in the future or is she just not a good layer? She seems big and perky and healthy otherwise.

They have 14 hrs light and we are in a pretty warm climate. They are on later feed with oyster shell and grit available. We give them a very small amount of scratch, greens and earthworms for treats.
