His mother would either ignore or peck him. Do not do the latter. I have no doubt he would keep doing into adulthood if you allowed it. No one, not even him would benefit from such an arrangement.

That may mean buttoning a jacket. Part of what he is doing is keeping his feet on a warm surface. Young birds are more into conserving heat than adults, but you have have adult perch on you for warmth when really cold. As temperatures increase, he will space himself out to cool off.

No aggression, but he is looking for eats. Care be taken not to reward for the pecking and billing by providing food rewards.

In close like that, I like so they sit and preen selves, but no pecking around.
