My 16-week-old rooster is chasing, pulling neck feather out of the girls trying to mount. The girls are also only 16 weeks old. Is this a problem? The girls are not wanting to respond to him.

Welcome. I have two roosters and one cockerel. I had the same scenario not so long ago with the cockerel. I isolated him in his own coop/run but he could see the girls. Then I put older girls with him - 3-4 weeks later (advice that came from @janiedoe). He is the most awesome boy ever now and his girls just love him.
