Youngest age a cockeral can be fertile?

What is the youngest age that a heavy breed LF cockeral can be fertile? Assuming that there are mature hens in the pen with him and the hens don't pummel the young guy, when is it likely that he can fertilize hen eggs? Some input would be appreciated. :)
 
What is the youngest a cockeral would do the deed? I'm working on some pen options for this summer.
 
My roo is 20 weeks, he has been mating with the hens for about 3 weeks now. Last week i checked a few eggs for fertility and they were fertile, i could clearly see the bullseye.
So like sourland said, if they are doing the deed, i would imagine the eggs are going to be fertilised.
