UPDATE! Wow! That was quick! I already got a response from the zoning enforcement officer! Here is what he said:

Ms. Williams,

Backyard chickens does not require a Zoning Permit. You are correct section 585.6.i gives the requirements as they pertain to The Town of Killingly Zoning Regulations (See below).

i. Keeping of backyard chickens, provided
- Permitted on any lot in the Rural Development, Low Density and Medium Density districts, including those that are less than 80,000 sf in area.
- No more than 6 hens are kept at any one time and must be confined to the owner’s side or rear yards
- Roosters are prohibited
- Housing, enclosures and manure storage are only located in side or rear yards and must be located a minimum of 20' from side and rear property lines
- Property owners should check for any private deed restrictions which prohibit or limit the keeping of livestock on their lot.
- For the keeping of more than 6 hens or for the keeping of other types of livestock in the Rural Development, Low Density and Medium Density districts, refer to the requirements of Section 585.6g.

If you are building a new building (Shed/Coop) to house the chickens a zoning permit would be needed for the structure. Depending on the size of the structure (200 SQ FT or more) a Building Permit would be required. If you are a renter make sure you have approval from your landlord prior to moving forward. If you have any additional questions feel free to call or come in to the office.

I was reading the zoning regulations for the Town of Killingly on http://www.killingly.org I am pretty sure that where I live is considered a Medium Density Zone. According to Regulation 410.3 it states that Medium Density development is: Existing village centers and other areas which are serviced by an operating public sewer system are designated as medium density development districts. These districts are intended to reinforce existing population and service centers.

I should be allowed to have up to 6 chickens, but no roosters according to Regulation 585.6i that states:

Keeping of backyard chickens, provided
  • Permitted on any lot in the Rural Development, Low Density and Medium Density districts, including those that are less than 80,000 sf in area.

  • Roosters are prohibited

I thought I would go ahead and post this here in case any other locals decide they want to look into getting chickens. I am not sure what needs to be done in order for us to actually get the chickens on our property, so I emailed the Zoning committee, or rather the head of it, asking what we need to do to proceed. When I hear back from her, I will update this post to reflect what I find out. I am hoping no further action will be needed and we can get moving on getting ready for chickens. :D

Just thought I would add a quick update, as it appears Killingly, (Danielson and Dayville), has updated their agricultural policies. I cannot find anything more recent than 2019 as far as my research has gone, but I hope this helps anyone looking to get chickens or roosters!

The backyard chicken policy is on page 8 of 10:

i. Keeping of backyard chickens;
1. Is permitted as by right on any lot in the Rural Development, Low Density, Medium Density and Village Commercial zoning districts, including those that are less than 80,000 square feet in area;
2. Generally accepted agricultural practices must be followed.
3. All chickens (hens) must be confined to the owner’s side or rear yards.
4. Roosters are prohibited on lots of less than 80,000 square feet.
5. Housing, enclosures and manure storage are only located in side or rear yards and must be located a minimum of 20’ from side and rear boundary lines.
6. Nothing in these regulations is intended to allow any uses related to the keeping of chickens that is prohibited by any private deed restriction.
7. For additional chickens / hens see Section 585.7 Agriculture/Farming Special Permitted Uses of these regulations.

Not sure if anyone still checks this thread but if so, has anyone tried changing the ordinance on roosters?

I am hoping that the ordinance could be changed to include therapy animals as an exemption.

If anyone has any guidance on where to start that would be greatly appreciated.
