They're just not used to them. Give them some time, keep sprouting... maybe reduce their other feed a bit so that they're hungry enough to try them. After that, it won't be an issue. Maybe throw some sprouts to them first thing in the morning when they are really hungry and then feed them...
You can get BOSS just about anywhere. Be sure it is not treated against sprouting.

Milo is not toxic if you sprout the sprouts so they are longer than the seed itself. I've grown them to an inch or more and had no ill...

When he matures, he WILL challenge for dominance. Any rooster will do that. Your older boy may try to put him in his place or he may just let him lead... it depends on the individual bird. Once they are together and doing well, I wouldn't separate them unless one of them is getting beat up...
