Changing my city ordinances, seeking advice...

Hi friends! Last night I presented to my city council in Pocahontas, Iowa, and was shut down hard by my city council members. A motion was passed to not change the ordinance, seconded, skipped discussion, and straight to a vote. I also could feel the ignorance amongst them, but no desire to listen to anything I had to say. I was wondering if anyone had encountered this before when presenting to their city council and how they handled it? Any advice? I presented a petition with almost half the citizens in Pocahontas signed, letters of support from local businesses, organizations, and council members from local cities allowing chickens. I also gave them several other educational materials. So, what do you recommend I do now to keep moving forward?

Usually people seem to need at least 2/3s of the population signing. That's all I know though. I don't deal with HOAs
