Hen or Roo?

Hello. I am a brand new chicken mama and I got 4 baby Wyandottes. My splash laced red looks different from my other 3. I got them all as babies at the same time from a farm and garden store. The splash laced feathers are shorter and the tail feathers have not developed as fast as my other 3. My chicks are about 4-5 weeks old.

We can not have roosters per city ordinances so wondering if anyone can tell me if it's common for one to jot develop as fast or maybe the splashes laced is a male?

They all mature differently. I wouldn't be worried at this stage because the comb is small and pale. 6 weeks is a good time to start sexing any breed.
