Early Molt or bullying? I can’t tell

I have this same question. I'm living in Anchorage Alaska - I have a White Rock that is 8-9 months old, that looks like she might be doing an early molt, but I cannot tell. She's missing mostly feathers around her neck. I haven't seen large quantities of feathers around yet but it is also snowy. I have 15 chickens that utilize 2 coops during the winter months. They do seem a bit ornery right now, but it's been particularly cold and dark.
