I don't understand how this coop works. It's in the garage?

How is it ventilated? How are the chickens protected from car exhaust? What are the dimensions and how is it laid out?

It always makes me uneasy when someone intentionally breaks chicken laws. Too often, the offender is found out then has to re-home the chickens. Doesn't seem fair to them. Guess if someone is intent on keeping a small flock against the laws, keeping them in the garage is probably one of the safest ways to do it.
