lol it's for when you really have a comment, but then you think about it. Like the little kid who says a curse word and realizes what he just said
you know i've never thought about it as some tape. i always thought it was a brick . haha
My guess is tape or possibly a small section of sheet metal ( I think I see rivets) .....
I think the use for it could be a couple of things. It could refer to someone else who won't shut up, it could refer to yourself when you can't shut up, or you could put it in place of a comment that you really want to say but know you shouldn't!

I see it often unsed in place of a "bad" word. Example:

*It looked like the smiley was going blah blah blah on and on so it got it mouth taped. Like I want to do to a certain coworker !!!!
I've never seen it as that! I always thought it was someone REALLY excited and they were hyperventilating or something
