cockerel or pullet!(I'm sure, but just want confirmation)

This is Otis. I was posting pics of my chooks on FB to show them to a family member, when a friend replied that he is pullet, not a roo. Want more opinions.

Here is one of his sisters, and you can see his other sister in the background in the first pic

"He" doesn't have the BR hackle feathers like Mylo or the long curving saddle feathers either. How old is he? If he's the same age as Mylo I'd say Otis looks more like a pullet.

believe it or not, they are hatch mates. I think Otis is just "under-developed" simply because he is not the alpha. Maybe God's way of ensuring secondary roo's are able to continue under the protection of the flock without the alpha roo trying to kill them or run them out like other species do.
