Okay I waited a little longer and he's able to hold his head up but he still cant walk and he keeps tipping over

I hatched some ayam cemanis and the fourth one that had hatched can't walk or hold it's head up and it hatched naturally so I would expect it to be able to do so. I gave it a couple of minutes because he had just hatched but it's been about 40 minutes or so and he still can't hold his head up...
