We are getting the same song and dance from our city council here in Salem, Oregon. We have gathered the support of the neighborhood associations (12 out of 19 and counting), over 1000 petition signatures, letters from local groups involved with food share, tilth issues, sustainability, etc...

There is a group called CITY (Chickens In The Yard) that is presently working on changing the chicken ordinances in Salem, Oregon. Are you interested in joining our cause?
The information I have states that 3 chickens are allowed in Portland without a permit. A permit for more than 3 chickens costs $31.00. Personally I would go for the permit and have more chickens!

I love your letter! We are trying to get the laws changed in our city right now... and your letter addresses all of the issues we are hitting. How would you feel if we used your letter in our fight, but addressed it to our city council members? I am afraid that I could not word it any...
