I live in WA state and it rains here 80%of the year (sarcasm, I'm not sure how often it really rains, but it's a lot) my chickens are always roaming in the rain so i think its safe to assume the mist you set up is fine for them.

I found thday most of my chickens started laying around 6 months. Even my leghorn (which is supposed to be an early layer) was 24 weeks before she laid.
My silkies are actually really good layers when they aren't broody. About 5 eggs a week each. Between being young, the short cold months and moving to a new environment it's probably thrown her out of wack. Give her some time, she'll cone around.
