Any chicks yet? They can take much longer under a broody. With cold weather I've had bantams take longer than 4 weeks to hatch their eggs when they decide to nest in the trees! And 21 days is just an average anyway. Sounds like Daisy is determined to be a mama hen. 💗

You could get chicks if you can keep them separated but within view (once they were old enough to go outside) until they were of a similar size to your established girl, but that would take longer. I think quarantine for older birds is recommended to be about a month. Is one of your coops...
