    They are most likely hybrids. The local tractor supply sells ducklings at easter time,and the lake in town is a popular dumping site for people who got the ducklings for their kids but don't want the responsibility of a duck.

    It is for city beautification. They think that if they make it illegal to feed the ducks, the ducks will quit pooping and they won't have duck poop in the park.
