Can someone please tell me where I can find out if it is illegal to sell colored chicks in Mississippi? I was told if you have a permit and USDA certified you could. Please direct me to the place where I can see this in writing..

I hope someone can help me. I have a GQF sportsman incubator. It keeps perfect temp. but the humidity wont get any higher then 50-55% unless I spritz the eggs 2 or 3 times a day. It then goes up to 70 for a little while. The chicks are fully formed and will even pip sometimes only to die...
