Need help; white leghorn? hen or cock?

I'm quite new to this backyard keeping but I think my white leghorn is a cock, he doesn't crow though or lay eggs, and today I noticed he kept trying to jump on my hens backs. Please help if you know the difference.

    Please help EE's not laying!!

Hello, I am new to the backyard chicken keeping, and purchased a couple of EE's last May. They have not yet laid a single egg, am I doing something wrong? They have a clean coop and they have clean warm water and are fed fruits and veggies daily, along with their regular feed.
