Don't open the incubator during lockdown. If you have a still air bator, you can take one of the top plugs out to vent. If you were dry incubating, I wouldn't worry about it anyway. What is the humidity now?
Chickens are referred to as the Fowl. You are ok in Woodbury. I live in Rockland and we are ok as long as we don't disturb neighbors, dont have more than 20, keep them in a coop and run, and don't smell up the place.
It really depends on what you are looking for. If you are looking to show chickens, you are better off going with a breeder who is breeding show chickens for better quality.
I would lower it. I find that most of my chicks prefer 90 over 95 in the first week. If you lower the temp and you find that they are huddled under it then you know they need it warmer. If chicks move far away from the light, they can take it a bit cooler.
