Yes, it is legal to keep chickens in Providence! There is a limit of 6 chickens and no roosters. Hopefully Cluck! will be open soon and you can purchase some chicks from them.

The upside of painted or linoleum floors are that they are easier to clean (poop doesn't sink into the wood). Also, if you use a light color, it will be easier to spot critters like mites that may find their way in. Can't think of a downside really. The time needed to install the linoleum...

Thank you. :-) Phew...just double checked the ordinance and the projo was incorrect. The ordinance is correct and says that all chicken hens must be confined within the coop from sunset to sunrise.
