Well. Have you contacted Dept. of Ag? Have they performed a GAAMPS inspection for compliance? If you are protected by RTFA and GAAMPS then the Attorney General would be your representation.
Although I am all for your cause and think ordinances against chickens are wrong...I think that you are...

They free range when they come down...they are still learning to come OUT of the coop. They've been confined in a dog crate for quite some time...but they have been enjoying the yard. They will have "controlled" ranging when the gardens go back in this summer.

To my understanding, it is a GAAMPS inspection. A proactive inspection. Somebody from Wayne's office. I just drew a schematic of potential hive placement and land layout, emailed it to Wayne. No response. I followed up again, and got a phone call next day.
I received a phone call from Dept. of AG today. They have scheduled a preemptive inspection (in relation to an Apiary) after I submitted a management plan/schematic. They will visit m R-1 zoned home on 4/3.
