He has no mille fleur pattern at all. It's solid in color. His head, neck, wings, and tail has a bluish grey color. His back is beige. I did notice today that he's growing large new round ended feathers on his wings and his tail. I hope he grows a nice tail. I can't seem to get a color correct...

OK? Why would they send a heating element in the summer with the chicks? I think they would just send the chicks in a box with a wet sponge or something to regulate the temp in the box.
Can you confirm that your shipped eggs didn't come from related parents.
Inbreeding can cause problems like these, also the health of the parent birds can cause developmental egg issues. Just a thought.
Test your bator and post back with the results, remember the temp needs to be around 99.5 to 100 for forced air units. Still air is 102.
